Does anybody know the name/ artist of a 1990’s country music video using real footage of drunk driving victims

it was a country music video in the 90’s that feature real video footage of people when they were alive then showed the date they were killed in a dda. it also show the artist. i dont know his name, the songs name or any of the words. if you know any of it, that would be greatly appreciated.
its not the fray.
its a country music song that came on cmt and it was in the 90’s
it was a solo artist, a man.
